Over and over again we experience that in areas like the support of studies, the change of one´s field of studies or with not meeting the age requirement, applications have been denied and the number of people dissatisfied has risen.
Sometimes a certain field of study was already choosen, another education was started or the major field was changed before one had dealt with questions of the financing of the study; it was often simply assumed, to be promoted or to be supported furthermore.
To clarify these problems, the legislator has created the possibility of a check in the advance procedure (§46 paragraph 5 scholarships). With this check, it is the responsibility of the trainee to keep an eye on the support-judicial aspects which are often costly in preparation.

§ 46 paragraph. 5 BAföG:

At the request of the office for education support the decision is made whether the so named support conditions for one field and the institution taken training centre is liable. 

1. Education abroad after §5 paragraph 2, 3 and 5
2. Other education after §7 Abs.2
3. Other education after §7 paragraph 3
4. Education after excess of the age limit after §10 paragraph 3

The decision by numbers 2 and 4 need to be done for the whole education segment. The office is not bound to the decision if the trainee does not begin the education within one year after application process.
With the decision made in the advance procedure it can be decided if the trainee is entitled to the scholarship.
The advance procedure does not clarify how high the amount of BAföG payment is and if this grant can be given independently of a parent. If you have any questions, please consult your specialist.
The advantage of the advance procedure is that in one year obliging information about a claim can be made. Negative results of rash decisions, e.g., an already carried out move etc.,  can be avoided.
